The Columbus Dispatch reports that a state audit has determined that $100 million of federal money given to Ohio was not spent with proper documentation in 2005. $62 million was Homeland Security money.

In addition to improper accounting of the homeland security money, the audit’s concerns included:
  • More than $20 million given to 130 charter school operators by the Department of Education.
  • About $11 million in federal welfare money passed along to county agencies by the Department of Job and Family Services.

In no instance did Montgomery seek the return of money. Rather, she found the departments were unable to document that the money was properly spent.

I don’t know about you, but when it comes to my tax dollars I think the bureaucrats need to bear the burden of proof that money was properly spent, rather than assume money was properly spent because they could find no wrongdoing.

$11 million in “welfare money” was mistakenly spent on “adult protective services.” That’s an interesting phrase. Is that bodyguards? Prophylactics? It didn’t occur to someone that “welfare money” comes from the program “Aid to Families with Dependent Children.” I guess if you’re an adult it still counts if you act like a dependent child.

When “other people’s money” is being spent, people naturally don’t take care of it as if the money were their own.
