The Republican abdication of fiscal responsibility and genuine conservative principles not only got some Republicans the boot last November but opened the door for “blue dog” Democrats — members of the Democrat Party who believe in fiscal responsibility.
The plan can be found in PDF on the House site of Rep. Jim Matheson (D-UT). On the Hill Blog today, Rep. Allen Boyd (D-FL) touts the passage of three provisions in the plan, one of which is “pay as you go.” PAYGO can mean cutting spending elsewhere to pay for a desired program, or it can mean raising revenue to cover the desired expense. The first way is a proper way to implement PAYGO, but the second way requires Democrats to project increased revenue. In the traditional Democrat world that means raising taxes, which can actually lower collected revenue through the harming of the economy.
The plan is interesting at first glance; we’ll see just how much the non-Blue Dog House leadership puts up with it.
Update: Jan. 7th: NTU reports the PAYGO rules are even uglier than the second option.
