The Kansas City Star reports:
On Thursday, the Kansas City Council approved an ordinance that requires gas stations to make their customers prepay or be pre-approved before pumping the fuel. Such an ordinance places Kansas City among the largest municipalities in the country to require prepaying at its gas stations, said Jeff Lenard, spokesman for the National Association of Convenience Stores.The new ordinance goes into effect in 10 days.
The ordinance passed 9-0 Thursday, with no discussion. The penalty for noncompliance with the ordinance would be nonrenewal of an establishment’s business license when it comes due.
Wrap your heads around this with me. Gas stations, who have been well within their rights to mandate pre-pay on their own, who have chosen not to, are being asked by the City Council to help prevent people stealing their gas. I guess gas isn’t expensive enough yet for the gas stations to take their own preemptive security measures. Nobody had to force Wal-Mart to install detection equipment to reduce shoplifting.
If the gas stations can’t voluntarily turn the pumps off before payment is guaranteed, the KCPD should bill the gas stations the cost of enforcing the drive-offs. ![]()
