Using John Adams for Earmarks?

John Adams would be ticked off, or the equivalent 18th century phrase.
The Houston Chronicle reports on several earmark requests that Texas lawmakers have submitted. Representative John Culberson (R-Houston) has submitted one that would contribute to a monument to John Adams in Washington, D.C. Recalling that earmarks are spending recommendations that are attached to bills and never voted on by the entire Congress, John Adams might have this to say:
